Summary
All admin tools are found in the Admin Panel, which is accessed by clicking the wrench and screwdriver icon in the top right, just to the left of your user icon.

If you’re not logged in you’ll need to either log-in or register in the top right.
Non-admin accounts will not see the wrench and screwdriver icon next to the user icon and cannot access any of the tools within the Admin Panel. You can’t give yourself admin permissions when registering for an account. To become an admin, your account would need to be created and endowed with those permissions by another admin. You also become an admin automatically when you create a site of your own.
